Yes. The clipboard carries a rich HTML flavour alongside a plain-text one, and any editor that accepts rich paste will use it — Word and Word Online, Notion, Outlook, Gmail and most wikis all keep the formatting.
What exactly is preserved?
Headings at every level, ordered and unordered lists including nested ones, task list checkboxes, tables with their column alignment, blockquotes, code blocks, inline code, bold, italic, strikethrough and links. Images are not — the clipboard cannot carry image data that only exists as a link in the text — so their alt text is kept instead.
Why is nothing downloaded?
Google Docs cannot open a file that your browser generated locally without going through Drive first, which would mean an upload. Going via the clipboard keeps the whole thing on your machine and skips the import entirely. If you do want a file, the markdown table tools export .xlsx and .csv.
